CONSULTANCY TO CONDUCT CAPACITY ASSESSMENT OF TWO WOMEN’S WINGS OF GFD MEMBER ORGANISATIONS
Organisational Background
Ghana Federation of Disability Organisations (GFD) represents about 3 million persons with disabilities in Ghana. It is a civil society organisation that brings together key organisations of persons with disabilities in Ghana. GFD champions engagements towards assuring the rights of persons with disabilities to access education, employment, health, economic welfare, recreation, the built environment, justice, information, and governance. GFD works with its partners to advocate a legislative regime sensitive to all persons with disabilities in Ghana.
The GFD, as a coordinating organisation, recognises how the efforts and experiences of Organisations of People with Disabilities (OPDs) and its structures can be properly coordinated, and have a stronger capacity to engage with the government in constructive dialogue.
Organisations of Persons with disabilities represented by their Women Wings drive the work of achieving their full inclusion in the organisations and society on an equal basis with others. However, gaps in programming and a lack of access to funding often result in their needs being overlooked during the development and implementation of policies and programmes.
What is also important is the capacity of the women’s wings to drive their agendas, and increase their visibility within the disability movement in Ghana.
With funding from the Disability Rights Fund, GFD is supporting 2 women’s wings of Organisations of persons with disabilities in capacity strengthening, improving their knowledge of women’s rights and advocacy skills to promote gender equality and responsiveness in their organisations. This aligns with CRPD articles 6 (Women with Disabilities) and 5 (Equality and Non-discrimination).
The purposes of the consultancy are:
- Assess the capacity of the women’s wings of the Ghana Society of the Physically Disabled and Ghana National Association of the Deaf to identify gaps and produce a capacity-building action plan.
- To develop a capacity-building training manual for the two Women’s Wings Leaders.
- Provide training for the women’s wings in line with the identified gaps and the action plans.
Scope of Work:
Expected Deliverables of the Consultant
- A work plan on how the consultant will execute the assignment including budget and scheduled timeline at the commencement of the assignment.
- Conduct capacity needs assessment for the women’s wings of Ghana National Association of the Deaf and Ghana Society of the Physically Disabled.
- Develop capacity assessment training tailored to the peculiar needs of women with disabilities within the mainstream organisations of persons with disabilities.
- Develop a capacity-building training manual tailored to the gaps identified.
- Produce a report on the capacity assessment and the capacity needs training.
Further to the above activities, the consultant will have engagement meetings with the OPDs.
Responsibilities and Management Arrangements
The programme manager will oversee the implementation of the assignment.
Duration
Consultant shall spend 25 working days for the assignment;
Key Qualification for Consultant/ Consultancy firm:
- Leadership and governance.
- Experience in conducting institutional or organisational capacity assessments and training.
- Strong knowledge of policy analysis, development of policy briefs, and design, implementation, and evaluation of advocacy interventions.
- Skills in developing training materials.
- Excellent interpersonal skills.
- Ability to assess the pros and cons of strategies for capacity building.
- Strong report writing and programme design skills.
- Excellent oral and writing skills in English. Knowledge of other languages spoken in Ghana would be an advantage.
- The consultant (s) will be required to present samples of similar work undertaken in capacity assessments and training.
- Previous experience in working with organisations of people with disabilities including mental health organisations.
- Strong commitment to deliver high-quality output that is suited to the needs of persons with disabilities in making society inclusive.
6. Budget
The budget for the development of the framework will be managed by the Ghana Federation of Disability Organisations (GFD).
7. Payment schedule
The consultant should submit the total budget with a detailed breakdown including applicable government taxes. Sixty percent (60%) amount will be paid after signing the agreement and the remaining forty percent (40%) amount will be paid after submission of the final documents
